Vanderbilt University, with the cooperation of the University of Pittsburgh, and the University of Virginia, measured the impact of U.S. foreign assistance on democratic development. The partners employed a statistical technique known as latent growth analysis to model the trajectory of democracy indices in different countries as a function of USAID activity and multiple control variables. Partners developed a dataset covering more than 100 countries between 1980 and 2002 with information on measures of USAID activity, measures of democratic development, and control variables, and disseminated the results of the study through several mechanisms: an on-line database that makes the basic information available; publications in specialized journals; presentations at national and foreign universities; panels in professional conferences; and workshops for USAID and the international donor community.
