The ultimate goal of this partnership program was to design, pilot, and refine an on-going Internet-based professional development program to help fill the human resource gap in education data and policy necessary to achieve the goals of the Education for All (EFA) initiative.

This program developed a low-cost prototype for professional development training in Africa via the Internet. With an initial focus on Kenya and neighboring countries in East Africa, the program identified needs, developed course materials and modules, and delivered training in education development and data management. Twenty-seven training modules were developed and posted on the Global Learning Portal (GLP).
