This partnership will offer nine three-quarter (two-semester equivalent) scholarships for graduate-level training in international affairs or international relations at University of California, San Diego (UCSD). These scholarships, along with two other principal components of the project—summer fieldwork in rural Mexico and telecommunications research fellowships at UCSD—will significantly build capability and expand Mexican expertise in microfinance and telecommunications. The partnership will integrate technical and policy expertise from the United States and Mexico, and increase the number of highly skilled Mexican telecommunications/development policy professionals.
