HED was founded in 1992 to further the engagement of higher education with the development goals of the United States Agency for International Development (USAID). Originally known as the Association Liaison Office for University Cooperation in Development (ALO), the organization was established by the six presidential associations of higher education institutions in the United States.
ALO released its first RFA in 1997 and began granting awards in 1998. In 2006, ALO’s name was changed to Higher Education for Development to better communicate the role of the organization.
Since its founding as ALO, HED has awarded funding to hundreds of partnerships across the globe. These partnerships, in turn, have worked in over 60 nations to strengthen economic capacity, support agricultural productivity, improve health, develop access to clean water, and much more.
